Bug Report Track Hard Limiter Issues

I have been working with Premiere Pro 14 for a year now. I have had a Track Limiter set to -12dB the entire time.  The other day I opened it up and the limiter was setting everything to -15dB. This has been happening to multiple co-workers on different computers throughout my studio. My only work around was to make a new limiter set at -9dB that sets everything to -12dB. Any idea what is happening? Why the limiter is 3 dB off suddenly?

My guess is that you are creating a different track type than before?  Example: Previously using Mono Track and Now using "Standard" Stereo tracks.  I'm not sure though with out being able to see your projects.

If that is the case why would it suddenly be an issue now? Also how can I fix it to get it working at the right levels?

There have been no changes here.  I am guessing that you are running into the “Pan Law” optimizations in Premiere.  https://en.wikipedia.org/wiki/Pan_law

I can replicate the behavior when adding Hard Limiter as a clip effect.  This is completely normal though and is as deigned.  

In Premiere Pro, the Pan Law is engaged anytime a mono audio signal is sent to a stereo audio buss.  This means a mono clip on a stereo audio track, or a mono audio track into a stereo Mix track.  The Pan Law will attenuate the audio signal by -3 dB when the signal is panned to the center.
