Start a brand new project. Import color bars or a 1920x1080 solid into the project. Make a new sequence based off one of those files. Does issue still persist?

If so, reset your preferences: FAQ: How to reset (trash) preferences in Premiere Pro?

If you mean the drawing of a bounding box when dragging the mouse, it's so that you can select tracks.  It's no different from every other application when you want to select an object(s).

thanks for the reply but i probably needed to elaborate more, the actual bar that show the current time doesn't move until you highlight with a box, its extremely annoying, but thanks for replying

No idea what you are trying to do.

The audio already on the timeline does not have video in the file so it wont show.
