Can Adobe Premier Pro be used for audio/video files transcription? (Premiere Pro v. 8 & earlier)

Everyone,

I was looking to transcribe my audio and video recordings. A colleague recommended that Adobe Premiere Pro has a functionality that allows me to do exactly that. Does any one have the experience of using Adobe Premier Pro to transcribe audio or video recording? How did you go about this doing so? It is automatic once I have purchase Premier Pro, or do I need need additional plug-in?
