Hi is there anyone who knows if I can run Premiere Pro v 22 (22.1.2) on a:

MacBook Pro (13-inch, 2017, Two Thunderbolt 3 ports)

Processor: 2,3 GHz Intel Core i5

Mermory:  8 GB 2133 MHz LPDDR3

Graphocs: Intel Iris Plus Graphics 640 1536 MB

I am currently running Mojave but would upgrade to Monterey but don't want to upgrade of it wont run properly on this version of Macbook Pro. (could also upgrade to Catalina if that's better)

To be exact, then you can technically run Premiere Pro 22.1.2 after you update your MacOS to Catalina or newer. But with the specs of your MacBook Pro, it is way underpowered for any sort of video editing whatsoever. The CPU is only a 7th-Generation low-power mobile i5 CPU that has only two physical CPU cores and four threads. In other words, you have a very gimped dual-core CPU that's branded as an i5.

And if you have the base 128 GB SSD in that MacBook, then you will need an external SSD if you're planning to export much of anything. The small SSD leaves nowhere near enough room for any type of exports of any significant length. And if you run out of mass storage room, then you'll get absolutely nothing at all (export-wise).

In short, your video editing experience will be very, very frustrating even if you can get Premiere Pro to run.

Yes it basically says I need a Intel® 6thGen or newer CPU which I think I have. Its hard to find the info on the Mac.

But can you answer Yes or No if it works?

I think it will struggle, your machine is 5 years old.

You need at least Catalina and IMO an i7.

8 gig ram is not very much. HD requires at least 16 Gig.
