What can I use for that if it is impossible by premiere pro plugin?

No. Premiere Pro doesn't have the required API functions to do this with only a script. If you don't want to pay for Magnum or AE, then do your editing in the free version of Resolve, which has inbuilt scene detection.

Cutting up a video into smaller parts is the very essence of what editing is. Of course Premiere Pro can do this. All NLEs can do this. You just need to learn how to use the software.
