Can I transfer a licence?

I want to bid on someone's premiere pro CS5.5 disc. He now has CC. He assures me that the license can be transferred to me if I win, and I can

install it on my windows 7 PC.

Is this correct and if so what do I need to do? Thanks

    As well as what Ann said, a warning

    If the seller used that program as the basis to get an initial price break on a Cloud subscription, he/she may not legally sell

    I don't know how or if Adobe tracks serial numbers used for upgrades, but you should ask the seller to be sure the serial number is free of any restrictions
