Can I use Track Matte to create multiple windows Premiere Pro 2023?

Let's say I have footage of 4 persons looking directly at the camera. Is it possible to use Track Matte or similar to have each person to appear in their own window? Perhaps top left, top right, bottom left, bottom right and have a background layer behind them? Duplicate the footage 3 times (total of 4 layers) and isolate each person using Track Matte?

My sequence has 22 layers of video. When I select the Track Matte layer it only gives me options for layers 11-22. Is there a cap to the available layers?

I've had a measure of success using Crop, but it's a nightmare as my footage is not static, it moves. So looking for an easier way.
