Can Premiere Pro do these karaoke style animated captions?

I have a client asking me to replicate this effect done via capcut:

Premiere Pro already does this for internal UI functionality which I love:

 

But I want to know if there's a way now to finally do this, instead of using AE or expensive tools.

 

EDIT: Between paid tools Submachine and Captioneer, Captioneer seems to work best

Yes, you can create this kind of effect but not automatically as is shown in the other tool. Plug-ins like Submachine are available for that, though. Sorry for the issue.

Why premiere doesn’t allow us to natively inject MOGRT or make animated captions like thrid party plugins or other softwares? 
It would be a very useful feature, that may lead new users to Adobe Ecosystem.
