Can't Drag ANYTHING in Premiere (and now AE)

I can’t drag anything in Premiere, even the position/scale values; I click and attempt to drag 3-5 times before it finally lets me, but only for a few seconds before it cancels my dragging input. Now the issue has made its way to my After Effects comps as well. I have had this problem for almost a year, but it’s gotten so bad that it is practically unusable. 

I am a full-time freelance editor. I have to work around this issue DAILY. This problem continues to affect my turnaround time, and therefore, my income. It is insane that issues like this are so common for an editing suite that costs this much. Premiere has been infuriating for the last couple of years, and this may be the last draw for me if I can’t resolve it soon.
