Can't Drag New Clips to Make Sequence or Move in Timeline

All of a sudden, I am unable to drag and drop clips from the media library or move them around in the sequence using my mouse.  I can insert the clip using the menu commands, but once it is in the sequence I cannot move it.  I can trim the edges, but moving it in the sequence by clicking on it and dragging it is not possible.  It is not a track highlight issue as I stated I can insert the clips from the monitor using the insert menu command, but also I cannot even drag and drop a clip into a blank timeline window to create a new sequence automatically.

Here are things I've already tried after researching the issue on this forum and elsewhere:

1.  Cleared my cache and preferences using the methods stated (ctr+shift on restart, but also manually renaming the folders in the file system and unchecking the workspace options)

2.  Not the Multiple monitor issue (just using my laptop, no secondary external monitor is being used or connected)

3.  Uninstalled and reinstalled the most current version of Premiere CC.

4.  Uninstalled all versions and reinstalling a previous version of Premiere CC that had previously worked without issues.

5.  Initially checked to see if I was missing the track highlight.  I am not.  Cannot drag and drop into a highlighted track, only insert through menu commands.

6.  No IN and OUT times are marked anywhere.  Like I said previously, I cannot even drag and drop to create a new sequence so there wouldn't even be any in and out markers at that point.

7.  I've even checked to see if it was my mouse (you really start to second guess yourself after something that has worked forever just stops working)  Nope, not the mouse.

I've tried everything I could uncover in the forums, but nothing resolves this issue.

    Make sure you don't have Track Keyframes selected for viewing.

    Try updating or rolling back your graphics driver directly from the video card manufacturer’s site.
