Can't drag panels out of a group

This is an intermittent bug.

Sometimes I open a bin into a new panel, then drag that panel out of the workspace group into a separate window on a second screen. Occassionally, I can't do this. I can drag the bin's panel to reorder it in the group but I can't drag it out of the group. If I restart PP, then I can drag it out of the group.

Next time it happens I'll do a screen capture to demonstrate.
