Can't export a project to DVD, Bluray or H264 due to Adobe CEF helper and low virtual memory in cc2018 (12.0.1)

Hi updating to cc 2018 (12.0.1) I can no longer export any projects created in 12.0.1 or 12.0.

During the export the system either hangs with no error or the system reboots.

When examining the window logs at the time of the reboot the following is logged:

Windows successfully diagnosed a low virtual memory condition. The following programs consumed the most virtual memory: Adobe Premiere Pro.exe (11184) consumed 61057728512 bytes, AvastSvc.exe (2248) consumed 136335360 bytes, and Adobe Desktop Service.exe (8008) consumed 116744192 bytes.

This issue never occurred with cc 2017 and happens when any of my projects are exported, some of which have been converted from cc2017 and some of which have been created in cc 2018.

How do I fix this issue?

The system is presently using 32GB RAM and i7 CPU.

Rebooting the system does and exporting does not fix the issue.
