Can't get a clip + still clip to cross dissolve

I have a clip followed by a Graphic like this:

WIth some trouble I could get the lower one to cross dissolve, but the upper one I can't get to cross dissolve. The clip on the left is scaled and positioned, the one on the left is a graphic and only contains a text object.

I am inexperienced (do this once every two years or so). What should I look at?

I am doing this through the Sequence menu. I first select one or two clips, then apply.

Both answers were part of the solution, thank you.

The upper video wasn't targeted. Strangely enough (for me) applying the cross dissolve on the graphic clip would create an end fade-out on that clip (even with the video not targeted) but ignored the one from clip to clip. Even if I would select the clips first it would not work through the menu. But I could drop a cross dissolve on the one but last clip, then turn it into 'center'.

How are you doing it, dragging the Cross Dissolve from the Effects panel or using a keyboard shortcut, Ctrl+D?

If you are using Ctrl+D you have to make sure that the video track/s are targeted. In the image below Ctrl+D will work on all four tracks, but if i untarget V2+V3+V4, Ctrl+D will only work on V1.
