Can't get Crop to open so I can enter parameters

This happens on and off within a project. Sometimes the Crop function will work fine, other times there's no way to get the cropping paramaters to open. It's not actually greyed-out, but there is nowhere to enter the crop parameters. Screenshot shows what I see under Transform to the right of my screen.
