Can't get effects timeline view to move.

I'm new to PP and I've got most of the basics down, but for some reason I can't figure out how to make the Effects Control timeline to the right to move to add/subtract/edit Keyframes. I've tried Alt-Scrolling, moving the little controls at the bottom of the timeline and searched Google. Any help would be appreciated!
