Can't install premiere pro (error 127)

Hello, I’ve tried to install première pro but I keep getting the error 127 during installation.
I have more than 100gb available and tried everything in the help centers/videos I’ve found but nothing seems to work. (Disabled anti virus, checked storage, emptied adobe temp file, added administrators and system to full control, reinstalled crative cloud after using the cleaner tool)

Any other adobe app installs just fine, but not premiere pro

Any ideas?

(I’m on windows 10 on an Amd ryzen 7 3700X cpu)
