Can't Open Lumetri Color Panel to Edit Clips

Photographer here, starting to do more video editing. I have premiere pro CC. I am a LR user all the way as the interface of PS is extremely unintuitive for me. Working in premiere pro feels like working in Photoshop..... only 10 times worse.

I am working on editing a wedding video in Premiere Pro. I understand how to import clips and assemble them in the timeline. I need to apply basic color corrections to each clip much the same way that I would to a sequence of photos. I understand this should be in the Lumetri Color panel but for the life of me cannot figure out how to open it in a repeatable fashion (I've stumbled upon it accidentally a few times). Basically for each clip I would like to apply basic color corrections/exposure adjustments and see the changes as I make them. This doesn't seem like it should be hard.

Extensive googling and searching for youtube videos has unfortunately not been helpful.
