Can't removing tv flicker with people in the shot

I am working with a video that has two subjects giving a presentation in front of a large television. The TV is flickering anytime the screen goes to white. I have tried the method of layering and moving one frame ahead but because of the moving subjects, it doesn't work. HELP!
