Can't scroll through LUTs stored in 'Common' folder

Version: 2023, OS: Windows 10
I've tried copying LUTs into Program Files/Adobe/Common/LUTs/Creative and
C:/Users/Del_7Pro/AppData/Roaming/Common/LUTs/Creative
But with both placements, when I hover and wheel-scroll through the Lumetri Creative list, passing those Common folder LUTs opens up a browser to the Common folder rather than hop to the next in the list.
This did not happen when my 3rd party LUTs were placed directly in Premiere's own Creative folder; I was able to flick through the colour schemes, rather than forced to select by file title with EVERY change.
