Can't seem to import still photos

I'm new to this and things seem to be haphazard. When I try to import a still photo into my video, a few times it has worked, but now it either doesn't let me or the sequence I get is simply black. Does anyone have an idea as to what I'm doing wrong?

Thanks! That's very helpful. I've just managed to fix it by resetting my preferences, but have no idea how it got that way.
