can't set in point randomly

I dunno what's going on, but every two days or so I'm suddenly unable to set an in point in the source window. Can't press I, can't press the button that sets one, and it won't work until i restart premiere. I'm posting now because it's happening a second time in an hour. I have no idea why this is happening but it's been happening randomly for quite a while now. I have an AMD processor, 32 GB RAM, 3080 Ti, Windows 11, this was happening on Windows 10, too. I'm fully updated, the only other programs I have open are Slack and Chrome, I'm using dropbox, i've used dropbox for the entire time I've had Premiere, so I don't think it's that, because this started maybe 6 months ago. I'm using Studio Drivers, most up to date from GeForce Experience. Thanks!
