Can't sync settings

Since I changed my subscription plan, this is happening, every time. I can't use it at all.

Tried to :

- reinstall EVERYTHING.

- Creative cloud cleaner

- reset preferences and cache

- reinstall all of my plugins

- disconnect and reconnect creative cloud MANY TIMES

- remove and import my settings manually

 

Nothing works.
