Can't use pen tool on premiere pro - what is wrong?

I am making a video in Premiere Pro and I am going to make the background blurry with gaussian blurr, not the person in the video that is interviewed.

When I click on Pen tool it doesn´t become a pen on the video screen so I can mark the person. What is wrong or what am I doing wrong?

I need to be finisished with this video today.

Sometimes the play buttom disapears from my video screen, I remembered that, and just moved the blue (I don´t know what you call it) a bit to the side and play buttom came back and then I could use the pen tool. I don´t know why the play buttom sometimes disappears. That´s an other mistery 🙂
