Can team project be used in premiere pro without having the media/files downloaded?

My team of four and I are working with different computers and different places.

From what I understand, for as long as I publish the team project, everyone can see the audio, videos, and also edit them accordingly on the Timeline. I have also been doing the edits of which I have clicked "Import" and "Publish".

But when a team member of mine tried to access the Team project he got the warning error: "Missing media file" and all of the videos and audio has a warning screen with different languages.

 

So, how do we go about accessing the edits via cloud without having the files installed on their computer?

You must all have access to the files. The creator of  the TP adds files the 'normal' way, but the others invited to join need to use the menu option to do File Management to add the files, available locally on their system, to the TP on their computer.

 

So that's a bit different than normal, but doable once everyone understands how it works.

Everyone's mileage always varies ...
