Can you circle one object around another in PP?

I've searched for an online tutorial on how to do this but the problem is I cannot find anything that matches the keywords of the search.

But what I'd love to do is take the little green circle and "circle" it like it's going around the larger red one following the green path.  Is this possible in PP?  I'd be more comfortable doing it in PP but if AE is the way, a link for AE would be helpful?  Thank you.
