OP is not seeing the output update on his external monitor when he hits the "reset" button on a master clip effect. It does seem like a bug, but why aren't you just deleting the effect and re-applying? Seems like an easy workaround. The rest of your comments seem like feature requests. If you want to apply a motion control or an audio effect to an entire clip, you can apply it and re-import it as a rendered clip, or nest it...a relatively easy workaround, motion control master clip effect has never been a feature, although I agree it should be. Have you submitted a feature request?

OP is observing that keyframed masks display unexpected behavior; he rotates a mask, but playback of the keyframed rotation resizes the shape while rotating instead. What's going on here is that Premiere does not store keyframes in terms of rotation of a drawn shape; it simply treats every mask point as independent. So it draws the shortest distance between each keyframed mask point and moves along those lines instead. It's definitely a product of an underdeveloped mask tool, I'd say it's somewhere between a bug and unexpected behavior. But even non-programmer me can tell that it would require a big overhaul of the whole masking system.

A simple workaround is to create a keyframe in the middle. If you want precise masking tools with curved temporal paths you should really be using After Effects. I wouldn't hold my breath for a fix soon.

Issue with the Track Matte effect; the layer changes scale during playback unless High Quality playback is enabled or GPU acceleration is turned off. I've experienced this problem myself. It's definitely a bug. Have you submitted these?
