Cannot add effect because a small fist appears with a no sign

Hello, I recently got Premiere Pro and the first day I used it everything was fine. The next day I tried to create a whole new project and for some reason when I try to drag the Constant Power effect onto my audio file, it shows a small fist with a no sign. I have tried everything and looked up different solutions but I haven't found the answer. As far as I know, I didn't change any settings. Anyone know what's going on?

are you sure you got enough handles for the transition for the clips? are you dragging to where your cut is? make sure you don't have a small gap there... show us a screenshots of the audio clip in question.
