Cannot add more than 1 clip without having to restart Premier

I can only add 1 clip to premier then i get red circle with a line through it. I have to close premier then reopen then i can add 1 clip then repeat. Ive tried the basic stuff, new project, clear media cache, nothing changes. The guide says to clear all user settings, plugins but that seems stupid since you would have to put them all back and the problem would return achieving nothing except wasting time. 

 

RTX 5090 Studio driver 6.10.62

Intel i9-13900k 

128GB DDR5 RAM 

4 RAID 2TB Samsung 980 Pro
