Cannot Add Tools to Options Panel

Hello all. I am running a fresh brand new install of Adobe CC, Premiere Pro 2017.1 (11.1.0 - 222 Build) on Windows 10 Pro on a Surface Book with Performance Base, secured and managed to my work environment.

I am attempting to dock my Tools panel to the Options Panel as I have done many times before in previous versions of Premiere Pro. The option to do so no longer exists.

I have closed and reopened the project file. I have also tried this on a new project file. I have also rebooted the computer.
