Cannot add transitions in Premiere Pro

I use premiere pro regularly and today for the first time, the program will not allow me to add transitions between clips.

Even if I opened an older video, deleted a transition, the program will not allow me to insert a new replacement transition.   It's as if that capability doesn't exist anymore.

I restarted the computer and that didn't help.

Any suggestions?
