Cannot import video to timeline till I close and re-open project

Quite often I cannot import video to timeline till I close and re-open project. I will be dragging videos from Windows Explorer to the timeline - it will work for a while, then at a certain point it will stop working. I have to save and close thge project, re-open and it works again. I've had this problem for years on various version of Premiere. I'm just finally frustrated by it enough to post and ask what's up with that?

Why not use the import feature or Media Browser?

With dragging, you most likely drag over several panes and invoke unwanted behavior.

I think I do it because its so convenient to have dual monitors with multiple little file explorer windows open at the same time with all my content in their various folders. (convenient till it stops working). Thank you for that response though. Appreciated.
