Cannot install Premier in paid subscription model on PC - "Try or Buy" - Available on Mac

I've paid for a monthly plan for Adobe Creative Cloud Applications. On my Mac, I have access to most of the apps that I need, including Premier Pro. However, I have another computer - a PC. I've just installed Creative Cloud on this PC and logged into the same Creative Cloud account email address.

However, on this PC there is no option to install Premier Pro. There is "Try" and "Buy".  Other apps like PS will install, apparently. But I want Premier Pro on that machine and I don't seem to be able to install it.

Fix: Reboot PC. The Creative Cloud Application came right and allowed the download after a reboot.

Seeing "Try" or "Buy" instead of  "Open" while logged into an Adobe ID with an active plan can happen when two computers are already active and a third computer is logged into the account with the plan.

Can I install my Adobe app on another computer?

Usually Creative Cloud desktop will prompt us to deactivate one of the two active computers when we log into a third, but if that does not happen we'll be promoted to try or buy.
