Cannot monitor mono audio in timeline VU meter

I can no longer monitor audio in VU meter on timeline in mono - all options other than solo in place are off and meter is only monitoring in stereo.  How can I change this?  It has only happened when I updated to Premier CC 2019 this week. I have searched all audio options in preferences and sequence and can't seem to find a fix.

    Also just noticed that all tracks are set to master and there is no option to pan - could this be the issue.

    So how can I change these settings please?
