Cannot move order of Effects in Effects Window

Hi All, I am trying to move around effects in the effects window (ex. put equaliser before compressor etc) but whenever I drag and drop, the effect does not move. To go around this I discovered I have to select the effect I want first, then selecting the other effects in the order I want them with the CTRL button, then cut and paste them again. This will get them one after each other.

Does anyone know how to go about restoring the drag and drop function?
