Cannot properly position clip in the timeline

Hi, when I try to move/position an editing line over a cut, adobe usually auto positioned the line at the end to make it easier and to keep everything in the same time.

Now, when I try to move something from place it doesn't let me, or rather it doesn't help me to position the editing line on the cut made.

I would like to know if there is any solution to this, the first solution I found and it worked for me was to reset the configuration, but doing this constantly makes my work very difficult, so I would like to know which part of the configuration I should go to fix this problem.
