Canon Proxy files created in camera glitching in Premiere pro

Greetings all: I have an issue with 1080 MXF proxy files that i have recorded in camera on two different canon cameras (c70/c300mkii) pulsing or blinking when played back. 

I have been using canon proxies for a couple years with no issue. did something change in the new premiere firmware? 

The clog appears to be totally fine.
