Note the severe mismatch between your version of Premiere Pro and the date of the driver? Premiere Pro "CC 2018" dates from way back in late 2017. Unfortunately, AMD makes it difficult, if not impossible, to find a driver whose build date is close to the 2017–2018 time frame, which you will need in order for Premiere Pro CC 2018 to even recognize that GPU at all.

In other words, your installed GPU driver is far too new for that ancient version of Premiere Pro.

On top of that, is there any reason why you could not or would not update your Premiere Pro to a 2023 or a 2024 version?
