cant find rgb effects

so i'm trying to create a vhs looking effect for a video so i looked up a tutorial and they told me to use "color balance(rgb)" so i type in rgb on my search bar in effects and nothing shows up. i do the same for color balance and again nothing was showing up? i was just wondering if this is a bug? or is there another version of color balance in the 2023 version that im not aware of?

If you're on an Apple Silicon based Mac (M1 or M2), you have to launch Premiere Pro using Rosetta for "Color Balance (RGB)" to show in Effects > Obsolete > Color Balance (RGB).

However, this traps you into using Rosetta every time you want to open a project in which it's used.

Consider switching to "ASC CDL" or "Lumetri Color".

Ann's correct. And Color Balance (RGB) used rather ancient math that many colorists felt was ... problematic, at best. Probably one reason it was slated for the ash heap years ago.

As someone who works for/with/teaches pro colorists, and works heavily both in Lumetri and RedGiant controls within Premiere, and in Resolve's color tools ... my caution: anyone who is teaching the old Color Balance (RGB) or other "obsolete" tools, is probably not someone I'd study color under.
