Cap the added gain when normalizing audio

I try to normalize all my audio to roughly -6db and in doing so I often use the "normalize all peaks" to -6db on the mic audio. The issue is when I do this, some of the very quiet audio gets too much gain so it starts to sound different comparatively or having too much bass (basically if it is anywhere over a gain of 4db) My question is, can I normalize audio while setting a ceiling db gain of, say 2db or below?

Normalizing isn't really that advanced, for such controls I use the Audio Track Mixer. I usually start with the Multiband Comprosser and build from there.
