Caption Positioning in Premiere Pro

Thank you in advance for looking at my issue!

After Transcribing my video and creating captions, I am having trouble re-positioning the caption area in my 9:16 Sequence.  

I can use the general placement matrix easily, but adding values to the left, right, up and down controls is incredibly sluggish (all caption frames selected) and usually show no difference. I attached a screenshot of the control surface I am talking about.  

I am learning as I go so please excuse me misnaming naming something.
