Captions Disappearing Early

I am using Adobe Premiere Pro CC (2017.0.2 Release). When I create closed caption files [.scc], any captions that stay on the screen for longer periods disappear after ten seconds. I have many captions for which I want the caption file to stay on screen for several minutes [Music Notes, etc]. Is there a way to resolve this without having to insert repeat captions of a ten second duration repeating the same dialog/sound effects?
