Captions exist only if PPRO is in English? Changing to EN should be straightforwad. Multiple tracks?

I was searching for the "Captions" window/menu/panel whatever, and it was IMPOSSIBLE to find it.
Until I decided I might just change the UI langage I might have better chance, I followed this tutorial:

Thank god I did not have to uninstall and reinstall to have a new language (which would be counter intuitive)
As soon i PRESSED enter, after changing the value to en_EN, the CAPTION area appeared,
Additional feedback: changing to english should be available though a simple button -> restart, instead of opening some console windows.A gigantic number of TUTORIALs are in english, every user in the WORLD, wants to be able to to turn into english easily, rather than search for it on youtube.
Question:
If you have multiple AUDIO TRACKS, all but one is muted, will the transcription ignore the MUTED tracks?
I am asking because I tried it and I obtained very weird captions (as if it was mixing all audios of the tracks).

It is against the corporate guidelines and is a request from Adobe Premiere Pro engineering.
