Peace to all

I'd like to ask if you could please help me understand why Premiere is playing my .scc captions at the wrong frame rate.

My sequence and my sequence settings are both 23.976 fps and my caption file is also 23.976 fps. Why does Premiere show it as 29.97?

Even more important than fixing this, I need to know why it's happening, because I need to be sure it won't happen on the OTT streaming platforms also.

The SCC plays back in sync with my video on the Subtitle Edit app. The problem seems to be with Premiere (2023 on Mac).

 I'm certain I've never used any other frame rate with this project for editing or for exporting.

    So it’s not in sync then in Premiere during playback? How much drift is there at X seconds in?

    Thank you, Neil. I think I’ve found the problem, which is in the SCC itself.

    @robertg89626837 I just imported my original video (copied from my HDD and downscaled with Handbrake) together with my SCC in Subtitle Edit, and they matched perfectly. So it seems like my SCC was good already, and uploading it to YouTube gave bad sync results because of whatever the  YT processing does to videos.

    I wish I could double check it in Premiere, but Chat says Premiere is not a good test grounds for OTT and I learned that the hard way! I guess I’ll have to trust the sync I’m now seeing in SE as a final assurance. Does that sound good or should I try to play on VLC or somewhere else to be sure it will be in sync for OTT?
