Captions Issues

I've been having some issues with the Premiere Pro captions features ever since updating to Version 23.5. I'm running Premiere on Windows 11 Pro. Here are a couple of the issues I've come across so far. 

1) When I create a new set of captions and a second track is produced, if I move the new captions to the first track, the captions will be greyed out unless I deactivate the first track and activate the second track even though the captions are on the first track. (See Figures 1 and 2)

2) When I add a new caption or split an existing caption, the new caption that's created is greyed out. (See Figure 3) It'll become visible if I move it to the second track. Sometimes, after creating a new one a few times, I'll finally be able to see it on the first track but there doesn't seem to be a method to this, just messing around with the captions. 

Has anyone else experienced these or any other issues while creating captions?
