Capturing in 2023 on Premiere

I'm trying to find out about Capturing in Premiere Pro in 2023 on a PC.

Can I run Windows 10 and the latest CC Premiere Pro and still capture?

If not, what is the last version of Premiere I can use, and is it possible to download it still? Or is it too old?

I have a Canopus ADVC 300 and Matrox RTX100 for video capture, which are both pretty old, but then so is capturing video!

2023 will be the last version to support capturing tape.

Matrox wont work: too old, no drivers.

The Canopus will still work over firewire.
