Cep HTML Problem - Never ending loading cursor

Pls fix "CEP html problem in premiere pro". From my guess Cep html is a program which helps Adobe programs like premiere pro, Photoshop or acrobat to connect to internet or something related to connection, which I have figured out very hard way and for what many people agree in Reddit as well. For many of people when they run premiere pro, Cep html activates in background when program tries to connect to some thing and because of this sometimes a problem happens and that is there will be a loading bug in icon which will make it keep loading as long as you won't shutdown program forcefully and while all of this is happening you can't access program no matter what. Adobe believe me we as a community love Adobe creative tools but this problem has been lurking inside Adobe programs like premiere for many freaking years but developers ever realising it or they just done care and wanna make people forcibly quit operating Adobe and find other alternatives. I have been paying for my Adobe subscription for almost 2 years now and I am not able to be totally flexible with Adobe because of this problem, but still I like using Adobe even if I have to find some ways to tackle this problem the ways temporarily. Pls in next update take down this problem and pls don't reply me with any message that intends to make me feel good, only the one which promises solution with do something and one more thing to tell upfront I have raised tickets before and tried to find guides to solve this in Adobe community, the only way out there is to delete Cep html folder from rs location which is a temporary solution, which comes right back the Moment you update program.It's not only me saying but 1000's of like me.

CEP = Common Extensibility Platform, used by literally hundreds of extensions (including several from Adobe). 

Yes, CEP allows for extensions to make external connections; we're unaware of any that result in hanging the system, as you describe.

Can you provide step-by-step instructions which reliably reproduce the behavior?

That's a terrible option; deleting files installed by PPro's installer makes your installation unsupported, and is basically guaranteed to make your system unstable.
