Changing UI Color

I'm new to Premiere Pro and I see a lot of people using different colors for the outlines within the app. I've watched countless XXX I even had a buddy of mine whos more versed in Premiere help me thinking I messed up and the setting is missing for me. Does anyone know how to add it in for me or if got moved to a different section?

I'm on Windows 11 and the earliest update I have access to is 2023.

I also provided some screenshots of me seaching in the tool as well as my buddies. his shows that color change that im looking for as well within his screenshot.
