I have this same issue with every other version of Photoshop and every few versions of Premiere Pro where I lose hardware acceleration. I am also running a 5700 (not XT).

Don't waste your time updating drivers or reverting drivers, or running cleanup utilities, it's not going to help. I've tried lots of different drivers, clean reinstalls, and new system builds and nothing gives me hardware acceleration. I wasted my time with troubleshooting so that you don't have to. Revert to the previous version of Premiere Pro and if that still doesn't work, go back one version until you find one that gives you hardware acceleration.

Do you have 3rd party monitoring tools installed, MSI afterburner maybe? Uninstall it

Maybe this video will help? It shows how to set your OS to use your dedicated GPU instead of the motherboard onboard graphics adapter.
