Choppy experience

Hi everyone, yes I have seen some post about a choppy experience, but didn't see one that matches my experience, therefore I am posting this.
So I use premiere pro naturally.
So to begin with, I shot in 4k 60fps, both for the normal camera and for the phone camera it is that.
in premiere pro with playback the camera footage is smooth, the phone footage however is not! And this includes after exporting the file as well, I still get that lag experience.
Yes I have cleared my media cache, I have set the playback at a lower quality as well, but seeing how the problem is still there after exporting I doubt that would even fix it.
And I have tried some basic things like interpret the footage.
No matter what I do, it's laggy!
And I have no clue how to fix this issue and have been looking for it for a while. Does anyone have a clue why that could be?

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate before importing into Premiere Pro:

Shutter Encoder may also be used to convert to Constant Frame Rate:

So fixed it, on phones you can have Variable FPS.
So used Shutter Encoder and now it's ok. Still do NOT get why I do not have the issue anywhere else but premiere pro, but that's beside the point, at least it seems fixed now

I am using Premiere pro 2025 (25.0)
I am using a windows device, I have the AMD ryzen 3700x and my GPu is a RTX 3090 and for ram I have 64GB of it.
the project file sharing would be an issue because of the scale of it? I can send the project but you wouldn't see the footage so you cannot replicate it i assume?
but it is the variable frames per second that is the issue that's for sure. Let me know if somehow I can send the project and you can see the issue without needing all the files.
