Choppy, lagging, slow, frame-skipping or staggered video rendered in Premier Pro 2017

I did a football/action highlight.

In my Source screen, the clips all run at normal speed and look fine. But, in the Program screen, it's choppy, looks robotic, or looks like every other frame is skipped or lags.

But, in ALL MY OTHER programs, it's working fine. I've experience Premier Pro having a "mind of its own" and screen/windows disappearing or the set up changing when I've logged in again. I can't seem to find a setting that is screwing this up.

I talked to Adobe customer service and since I'm an amateur/novice, I had to fight through the extremely frustrating language barrier. Then he was talking over my head with complex terminology, as he assumed I'm a professional. I guess Adobe doesn't care to "come down to the level of" amateurs/novices, even though they pay the same amount of fees as the high-tech pros do.

So, the 1st guy I talked to had said, "It's a media card driver issue. Download an update."   Didn't work.

The 2nd guy I talked to did a "shared screen" and when he WATCHED the lagging video, he said, "It looks fine to me." So, he was in total denial and was totally useless and of no help.

I thought the issue was just my computer being choppy and slow at first. But, the output was a choppy video, which can be seen on Twitter, here:

Click on "Sequence" on the top of the screen, select "Sequence Settings".  A window will appear.  What does it say for "Timebase:"?  Does this match your source footage?

You did what 3 customer service agents could not do, even after 2 of them did screen share with me ....as well as another forum...my research with several YouTube videos and a DM to the Twitter Adobe customer service account.

Thank you for your time. You just saved me another 12 hours of having to re-do this project all over !!!!
